FactCheck.org originally contended that Bill Clinton did indeed pass up a chance to get OBL in 1996 when he was a guest of the government of Sudan. However there is contradictory testimony from several qualified sources, including contradictory testimony from Bill Clinton himself. FactCheck makes a valid point that &lt;i&gt;at the time&lt;/i&gt; the US did &lt;i&gt;not&lt;/i&gt; have enough evidence against OBL to secure an indictment.
