		<description>It is true that all sources of medical care ration healthcare in some manner, whether it is the government bureaucrat or another at an insurance company fighting with a provider that needs authorization to provide care to someone needing it. I don&#039;t think it is time for the US to change to a single payer system and it is quite unlikely to do so as the current debate seems to support. I do think that a system that regulates insurance companies, requires them to provide insurance without regard to preconditions, doesn&#039;t cancel those that are sick, and is regulated by the government much like a utility is regulated is the way to go. 

I do know that our present system cannot survive as it is now because of the escalating costs in both insurance and healthcare. A change must be made.</description>
